You will see from the copy of Foreign
Office telegram No.303 to Shanghai which is being sent to you that the Foreign Office have taken the view that the proposal for approaching the Chinese
Authorities about the sale of the New Territories
or the extension of the lease cannot advantageously
be taken further at the present time, and have
instructed the Ambassador in China accordingly.
We were, of course, consulted before this
decision was reached, and we did not fail to bring to notice in the proper quarter the considerations put forward in your letter to me of the 27th
February.
If it were possible to include a settle-
ment of this question in some general policy for more active assistance to China we should press for
it to be done. In present circumstances, however,
no such prospect is in sight, and we had no
